Governance

Introduction:

The Code for Sports Governance was launched in 2016. The Code has been applied to over 4,000 organisations across its three Tiers of funding and has provided a standard framework of governance for a wide and diverse range of national, regional and local bodies, community groups and charities providing sport and physical activity opportunities. 

The BCGBA aim for the highest governance as defined by this Code, Tier 3. Organisations receiving funding for significant, medium to long term activity should generally expect to be in Tier 3. UK Sport and Sport England will look for a formal commitment from organisations to meet requirements as defined in Tier.3.

The Board

The Board is the ultimate decision maker who hold the responsibility to steer the sport in the right direction. Their role is to set the strategic plans for the game and to ensure that the performance of those running the day-to-day of the governing body are meeting the needs of the sport and the strategy.

Tier .3. Compliance requires this group to be no more than 12 members, of which three must be independent.

The Executive Committee

The Executive Committee are the salaried officers of the British Crown Green Bowling Association who run the day-to-day activity for the game. 

All report to the Chief Executive Officer, who in turn reports to the Board.

The Executive also has a number of sub-committees that look after specific activities such as ‘The Competitions Committee’. These groups include volunteers who give their time to help the executive to continue to run of our sport on a annual basis. 

The National Advisory Council

The National Advisory Council is an independent think tank from the wider bowling community and is the vehicle for the County Associations to discuss issues in the game and come together to advise either the Executive or the Board. 

The National Advisory council sits 5 times a year and can request any salaried officers to attend their meetings.

Terms of Reference for the National Council Meetings are in discussion and current being written for them to adopt.

The Referees Society

As well as organising and providing all the Referees for the BCGBA Primary Competitions, the Referees Society are the custodians of the ‘Laws of the Game of Crown Green Bowls’ document.

Via their County representatives they organise courses that lead to a qualified referee status, improve measuring skills and a greater knowledge of the sports rules.

The Trustees

The Association has 5 Trustees who are charged with administering the reserve funds of the Association (Trustee Funds). The Trustees have the authority to determine the investment policy in respect of these funds – at present via a Financial Adviser and a Collective Investment Account managed by Quilter, a well respected Investment Company.

The Trustees shall not reasonably refuse any request by the BCGBA Board to draw on these funds, but in general in the past have limited withdrawals to development projects.

Since the Trustee Funds have been established – over 20 years – almost £200,000 has been transferred to the BCGBA General account.
